Ok, well I had a Counter Strike account, which got banned. I'm wondering do they ban by IP or per Steam account..

If I make a new Steam account and re-buy the game, would I be able to play.

I think its only an account ban. So if you rebuy then you can play again.

The only anticheat that does hardware bans is Punkbuster.

OnT: I have CSS. I got bored after a while. Haven't played for like 3 weeks.

Just recently got back into it. My old account got vac banned too. I was waiting for a sale. After 2 days my kdr is averaging around 1.5 Hopefully I can get back to a 3 kdr again.

To retrieve a lost account you gota do it from the steam client.

If that's the case all you have to do is send steam a ticket saying that your account was compromised and someone got it banned. Tell them you don't know who it was or how - they will check the IP addresses and confirm your story.

wow i wtf great just bought css downloaded tried to play the game except im lagging and my ping is always high seems like my comp sucks to play this game -_-

Try setting the filter to servers in your country. It helps bring your ping down. If your country doesn't have any servers, play in continents close to you.

Or just set the ping filter to >100 A lot easier than fiddling around with countries.

reinstall a fresh copy, go ingame (don't join a server, just open css)

r_shadows 0
r_decals 0
r_3dsky 0
r_skybox 0

rate 25000
cl_cmdrate 100
cl_updaterate 100

decals are for sprays, you can leave them on but if some1 sprays it, it will make you have a second lagspike.

put these in console and then put all your graphics to low, and join a server.

(i am assuming your hardware is bad here)
