yeah its a random guy in a building, there are almost always a higher lvl there gold farming, i have done it a few times myself.

Yeah, they kill him fast. But once i had to do it with 2 more lv 6-7, took us 10 min -_-

Nah, it's funny that you can solo a giant alligator elite mob and you can't kill a rapist without help.
