Psi's are decently fun to play at high lvls, because you get a lot of control abilities, they're just plain annoying in mass pvp, they also do some decent 1vs1, but if you get jumped by a pet class you're pretty much done, which really frustrates me. Also fighting healer and tank palis are usually a stalemate, but if a healer gets close you're pretty much done for as well. Psi is a situational class, your skills help you to create that ideal situation to your advantage, but don't expect everything to swing your way 40% of the time. Besides that they're super squishy, like 3-5 hits you're going down, so don't get hit at all is your primary goal. I don't think I have to macro skill to become a efficient psi, be ready to rebind all your hot keys (half of them on your mouse, including link, WS, and twin, that's my preference anyways). You'll have LOTS of skills to play with (fills up your skill bar), but timing is hard to get use to. Psi is not your 12345 class, you gotta think while to play, which is interesting, but gets really frustrating leveling in pvp zones or just pvp. Remember they're VERY SITUATIONAL.
Of course it really depends on your build too, rapid is a must, discipline mind is a good add on that most psi have. but I can see psi being a really good asshat if played correctly. I enjoyed playing a psi so far, putting people to hypno forever its always a good laugh, but I'm also rolling a Warden as an alt alt, my summoner is kinda meh because heroics makes me fall asleep, since I only need to apply a dot every 15 seconds or so, its funny pvping with her though.
All in all psi's are not for the faint hearted, you need some good macro skills as well as some quick reactions. A good psi can defeat most classes unless they out heal your dps. That's another story
