I could get a bunch of glass from other people,
but to get it I need more ships, since I'm using all of mine at this point to transport resources from my pillages. I literally have zero available ships.
So I need more ships first.
But they're so expensive.
So I can either only trade or only pillage. I'd rather pillage.

It's not just citizens. Alot of other things factor into it as well, including your military.
