Basically you sign up and play flash games with a chat box embedded next to it so you can talk to people. Good way to kill time, and they have badges associated with games that give you a little motivation to actually finish the game. You earn points for accomplishing something in a game. Kong also gives cash to flash developers if you're game is the most popular plus it hosts a helluvalotta games.
