Someone could easily use that until level 27, when they would probably buy a fourth degree crown from the shops. The third degree helm might be stronger, I'm not sure, but it's not sold by NPCs and if it is better it wouldn't be by much. 500K sounds like a reasonable ballpark to me; on Babel anything less would be a steal. You can always auction it off if you think you'll get more that way.
