Idea maybe?

So i've noticed that there are a few people complaining about how many people don't know their roles in parties. I knoow that some higher level players occasionally come and play with us noobs to try to teach us, but that's not really reliable and half the time they aren't listened to.
My idea: I'm thinking we need a level 20-40 or so guild just for the education of players. After they hit level 35 or 40, they can go join any of the legit guilds. Hopefully we'd get a good leader (not me) who would be able to keep everyone in check and make sure they listen. Then weekly, or bi-weekly the guild would get a higher level player, from different builds, to come down and party with us. Sort of like what i mentioned above, but on a set schedule and in a more organized manner. Then the higher level would know where to go for willing students, and the students would be sure to listen and learn. The "instructors" would be drawn from willing members of ALL the legit unions, if possible, (no favorites) so everyone would get a chance to show the up-and-comers what their unions are like.
My questions:
A: Would someone be willing to lead something like this?
B: Would any high-level players (obviously legit) be willing to take time out of their normal game time to help?
C: Would there be enough noobs interested to even get this off the ground?
D: Is it even practical?
