I have a question about PK2 edited wind

1. can someone please post the link to the guide for adding wind in SRO, i dont need a in-depth explaination just a link to the guide, search couldnt find nothing.
2. with pk2 edited wind can i change the gfx quality ingame and still keep the wind?
