My character recently turned level 15, and the golden scroll appeared reminding me that I had a quest available (the blacksmith one about the bandits). Anyway, before I looked at what quest was available, I went and sold some stuff to the blacksmith. Then I saw that I could go to him for this quest. So...I went to him, but he offered no quest. Does the quest disappear if you buy/sell from him first?

I'm assuming that quest is the 200 bandit bowman quest?

You have to complete the entire line of bandit-related quests, from the military camp.
