how come sometimes u cannot use the return scroll and they say"this process cannot be carried out"

As far as I can tell this has to do with quests; some of them block your ability to use return scrolls, just like some prevent you from using the teleporters.

Well when doing a 'go to ferry and ask ferryman... then go back to Flora blah blah blah' quest, you can't use any return scroll.
So finish this quest first, and then go grinding... Nothing more annoying than getting the "process cannot be carried out" messsage, whereas you ran out of HP pots and a bunch of white tigers starts to look upon you.
