I've never found a game that lets you do that without the use of hacks.

Well, you can tell what level they are by their equipments they're wearing. i't not that hard, really.

I think first, you need to visit the website and check the equipment section, and learn about tempering or SOS thing.

Conquer Online allows you to see every piece of equipment someone is wearing in full detail.
