Out of curiosity - Notice

Idk if someone here know that, but when i play cSRO every 30 mins or so some kind of notice appears...and it's in chinese...so i'm curious what does it sais? Because it's like one line notice and it appers verry often....not like our notices "don't give your info bla bla bla..."
So...anyone know ?:)

Sometimes it are notices for events that are going to happen, inspections, and I heard sometimes it's to promote item mall stuff =)
But I think someone else can explain better
