If you, in fact, want to have the game in Japanese instead of the ????
Install the language pack from your Windows CD "East asia languages" or something like that. It's in the second tab on Regional Settings.
Then, after you installed them, you go to Regional Settings --> Advanced, and look for "language for non-Unicode programs" then browse the list for Japanese and restart your PC.
