Server ideas

So a guy i know wants to setup a server and he wanted to hear the thoughts of legits what a server should look like.
For now he has a 90 cap server with only jg fort taxes edited to jg and roc scaled down to be beatable for level 90 players.
What are your opinions about that?

It's a start but he will need a site and preferably a forum. What are the rates (xp/sp/party xp/job/alchemy/magic pop etc)? Starter items? What are his plans to keep the server fresh, events? further plans? There are alot more things to do before he could release it.

He will need a small world, because there are not enough players to populate the whole silkroad map. The second problem with private servers is that they focus on pvp OR pve. To create a refreshing server, he should focus on both, end game and pve. Personally I think jobbing is the center of silkroad.

I asked him and he answerd:
Rates are unknown yet, yet to be decided ,but will stay low prolly , job rates will be 15x or smth , so u can have some fun killing eachother.
Uhm , main point of server will be FW , i might add some other rewards for the winners (There will be just one fortress, jangan, also all new things that will be done ( for example Roc room , or teleport to new area if Roc mt will be full, gonna be added at jg teleport , so totally all tax goes to this fortress.
Alchemy is 1x , magic pop disabled.
Events : Weekly guild vs guild tournaments , player vs player tournaments , and some other outdated crap like hide n seek etc ( if it will be needed >Hide n seek <)
Starter items : To revive oldschool gameplay we have added to each player 2 santa sets ( mufflet , hat and hands contains the full set )
If you ask why 2 sets , its bcuz one is red , another one is blue , too bad santa set is just for chn , so we have also added earthghost masks ( blue )
Uhm , bout normal starter items , its 2 grab pets ( 3 days , in total of 6 days ) GDF , some speed scrolls , 1k mp / hp , and some other things useful for grind.

If he starts a server now, it'll get maybe 50 people. And that's it. There's too many servers for it to eve be worth creating a new one.
*goes to DDOS all the other private servers until theres only 2-3 remaining*

somthings i would do to the pserver
1.make something attractive when your capped to pve ( so there will be always partie's)
2.try to make somthing special about it that other servers don't have (daily events)
3.make accademy like it that you can get alchemy stones with honor points (<--- this doesnt even makes any sence but w/e)
4.do somthing bout the farm

Make all chinese buffs the same duration.
Do not allow str euros to have cleric has a sub class, lololololololol

Yeah, how well did that work out for Salvation? It didn't.
Apparently all you have to do is DDoS the hell out of everybody [So people claim] and advertise a lot.
PlaySRO has over 5,000 players, they gained over 2,000 players in less than 3-4 days on their 100 cap server, over 1,000 within an hour.
There is literally, NOTHING unique about their server.
Apparently people want a boring server with a a bunch of turks.

^well its more like, people want servers with a LOT of people. With so many servers that are basically like 50-100 players, a server that has a population of 5000 people spread out on 3 servers is itself being unique.
so yes, DDoS and advertise alot.

Hell yeah i saw that server advertising in multiple places, i even saw it in Facebook 2/3 times already, most of what they got is from good advertising rather than unique content.
