Highest rate Pserver?

well I'm looking for a private server that has the highest rates so I can get to the level cap ASAP.
After a few hours of searching I think Sunworld SRO would be highest?
with:
40x XP Rate
50x SP Rate
10x Item Drop Rate
correct me if I'm wrong.
and just a few curious questions:
1) how come ECSRO is so popular?
2) how come the Pservers are so not up-to-date with iSRO? (100 cap, 100 skill mastery, Euros)

nope,it's 30x for all of them at SWSRO...
but you better don't play there until the lag is over
ecsro is so known because it's first private server(after MHTC)

Because they havent the latest server files.

Ecsro is known cuz its the 1st pserver, AND GMs actually ban bots, not alot of lag, good but not great rates, 10x all, its pretty much perfect
