SJSRO 10D question

Hi...I started Sjsro 2 weeks ago with data.pk2 which is 9D -> 10D...So I thought all weapons 9D are 10D.
But now I came to lv 76 and switch to KingLi's pk2 edit which is not 9D ->10D.
Questin is why somebody still has 10D Suns, is possible to get sun 10D at lv 90? I ask on the server but they answered no but I doubt only some 9D weapons are 10D becouse mine isnt...
