Are there any PvP Servers?

Are there any p. servers where you are lvl 90 when you start to practice pvp?
You mean a private server where you only can PVP?
That would be almost inpossible i guess!
I only know 2 private servers..
ECSRO & ECSRO VIP
In those server they dont have europe, and their rates are higher.
More drops, more EXP, more SP.
Highest skills Lv70, and CAP is Lv90. (If I'm right.)
