How do you get to Roc Mountain with low level characters, someone told me free, but don't you need like 1500, 500 for Droa's dock and then 500 for Hotan, and then 500 to get to Roc.

lvl 10 or lower can res in the same spot that they die... And I guess lvl 9 or lower can tele for free... then is just go, steal the drops (I have a lvl 5 char chinese -> lvl 5 with full garment that gives you more speed and because of the expansion quest) also have a shield for at least a block each 100 attacks xD...

When you are full, die and go to hotan sell the things, then use the jangan or the constantinopole and tele to last place here you die.

Is that simple
