Lion Shout or Flying Dragon

Which should i get for pure int spear thats good in both pvp and pve. I have trouble choosing which one. Im going to get one for now and farm the other later, which should i get first?

Lion shout. It's much faster, and once you have 3 books, you can spam them non-stop
But flying dragon does more dmg... I'd still choose shout

Umm Lion Shout to finish people or monsters off easily normal lion shouth usually takes 10% off, your lvl, opponent hp and it really helps in wizard situations.
