Skill Gap question

Im currently level 19 and if i make a 5 skill gap to 30 then at 30 make a 0 skill gap will it make a differnce if i 0 skill gap all the way? could somone explain what happens when you leave a skill gap?

gap is more sp
the highest lvl masteries u have and ur own current lvl
difference = gap
max gap is 9, 10 and 9 is no difference

Im level 19 now and my mastery is 17 if i hve a 5 gap will i have got enough to 0 gap at 30?
