I think warrior with taunt, besides, THEY are the real tanks, not rouges (As for as I know).

If you throw protection a rogue it can lure well because the agro transfers to the warriors. Excluding protection from the equation Warrior > Rogue in terms of pulling and holding. The amount of mobs that can be pulled with Howling is far greater than the rogues fast/rapid shot.

Warrior ofcourse.
Warrior can lure multiple bots with ease. Just give him moving march, you will be so busy with killing mobs, even you wont be able to pick up the golds

In "Luring", rogues are better.
