Chain Spear, Nachal Or Shura? Help please

As per the title, I've just turned 47 and am wondering which chain to get, I've heard that any chain is bad for Pvp, but i find tiger great for PvE and also not so bad for PvP. I'm pretty short on sp, and im pretty certain I only want one of them, but the question is which and why? any help and/or advice would be great.

get em both they work wonders in pvp medium an quick damage for pvp or pvm

I get shura, more damage then nachal in pvm which is what I would only use it for. Nachal is just faster I think.
