cold imbue or fire imbue

so i know fire imbue is strong and all but down the stretch, is it that much stronger (like it hits harder) then the cold imbue?

ya basically anything cold in this game will be weaker, imbue, nuke, look at wiz's fire and ice nukes. main reason is how much more effective ice can be in pve.
