How much level higher should mobs be for power leveling or farming someone that has a gap 9.

11 lvls higher than their lvl, so if their lvl 30 they should be farmed on mobs lvl 40-42 etc

If the char you are farming is low level. I suggest you level up the max skill level to 13 or 14.
Then you level your char up to 25-26.
Delevel it to lvl 22(if skill level at 13) or 23 if skill level at 14.
I'm currently going by skill level 14, but I've done both alot and there arent a huge difference.
Ongs in Ong Habitat outside Samarkand is the place to farm. Try to look for some good spots around there, where the ongs spawn fast. If you look at the map over the ong habitat, almost right in the middle of the map, there is one rock bigger than any of the others. This is one good place to farm.
Oh and another essential thing is the party you are doing.
I am not an expert of figuring out the exactly right amount of partymembers and lvls and so.
But i tend to go with approx. 3-4 lvl 20-24 chars in my party, along with the plvl'er which is lvl 67.
The right amount of party members and levels are important as it will double up the exp, or even more if done perfect.
