what does healing cycle do?

One of the skills i have to get as a rogue/cleric is healing cycle. It says it reflects magical damage 200% and heals 200 hp all for 16 seconds what does that mean? Does it heal me 240 hp for 16 seconds but what is the reflect magical damage things?

It heals you every second during those 16 seconds. It's really worth it, although you might not use it as much when you get Recovery Division...(no idea, I just got to lvl 40). Just get 1 point in it first, it's a lifesaver.
