Noob question

I was wondering is you can make an effective character if you use skill points to become efficient with two weapons. Can a rogue be any good if he/she levels up all the crossbow and dagger abilities? Or can a warrior still be good if he uses skill points on sword and double axe?

yes.
as a rogue you SHOULD have both
as a warrior you can get all three if you want...they all have pro's and con's to them. 1H = mega tank, low damage, 2H = decent tank + heavy damage Axe = good tank and good damage
It all balances out.

Yeah get both or you will be of no use to anyone in a party. Rogues are good lurers with crossbow. I kick dagger rogues all the time from my party because they can't lure. :O

I don't think it's a noob question
being noob depends on your point of view
you can still be good if you take just 1 of the weapon mastories, I did so to and i still die less than every wiz on the same lvl on the same mob
however... as they said all weaponskills have nice effects and abilities which sometimes proof very usefull that depends on the situation
i have an example for you:
i have warrior/cleric. if i am cleric(for party purposes), i can use shield trash to keep distance
