Pure INT spear requires the extra physical Defense boost from maxed cold. Also, pure INT spear can handle a maxed 50% (60% at 90 cap) snow shield.
There's two approaches to pure INT spear at this cap, but only one viable approach at 90 cap.
80 cap -
1) 80 heuk, 80 fire, 70 light, 70 cold - Credits to 1ronMonkey (a.k.a. LockStar) from Alps.
2) 80 heuk, 80 light, 80 cold, 60 fire - classical build; offers an Advantage of Perspective for the 90 cap.
90 cap -
90 heuk
90 light
90 cold
30 fire

As for the skills you should get, here is the outline:
Light tree is to be maxed whole. Don't leave anything out; all the buffs are useful, the Thunderbolt is your main nuke, apart from the Thunder imbue.
Cold tree: max out: Frost Guard + Passive, Snow shield and (optional): Ice rain.
Heuksal: Heuksal spear series (for Windless spear (dull Status)); Soul spear (stun); Ghost spear (knockback + AoE); the Passive and Flying dragon (optional)
From fire, take the fire shield, and a low level Flame Body. Fire protection will prove virtually useless with fire at 30.
