I've been searching for this answer for awhile, but cant find an answer. I even used the search key =D

Anyway, some skills have Effectxx for them, like Cold Wave Arrest (snowball). What does Effect44 mean?

it means higher effect on people. thus, higher amount of time put in to the debuff

so basically it lasts longer? Is this PvE also or just PvP??
