what's magic/physical balance

Is magic/physical balance for more damage or for more accuratesy. Also can you exceed 100% balance?
if you have say 70 phy ballance
than all your physical damage is 30% less than it should be
if your ballance is 100% you do full damage
str chars want to have 100% phy ballance and a high crit weapon couse crits dubble only phy damage
int chars want 100% magic ballance and dont realy care much about critt couse critt dus not dubble magic damage
Hybrids eventualy want 100% in one of the 2 ballances , but get this 100% only with the help of equipment that has +int and or str bonusses and full str and int builds will get 100% naturaly at a pretty early stage of development wile hybrids usualy get 100% at a later stage and only with help of gears
