Fear and Root,wizard's need 'em or not(important for wizard)

When i planned my wizard i thought: "against mobs and players i will use root ,and then i can release 2 nukes, and they are all dead " but when i reached lvl16 i became very sad, when i realised the truth : If you hit a rooted mob, then it will become unrooted

I was so sad, because my hopes were broken :cry:
I was thinking about Fear. As i can see , it makes them not to attack me . But i'm verry veryyyyy interested in that, if you hit a FEARED mob, then will the FEAR go away? If not, then it will be as good as root (or better, because it can be used against ranged chars)
So my final question is:
IF I HIT A FEARED MOB, THEN WILL IT BECOME UNFEARED?

I'M sure it's very important for all the wizards

as a notice: i saw FEAR at mmosite skill references, didn't try it in game. And i can'T because Venus is full like an *ss

baaah ... fear / root sux ...
Just find mobs you can 1 hit or 2 hit before they come
to you ..... You dont need fear or root ...

fear owns players... all they can do is run.

Fear = player can't attack back, player can run
Root = player can't move, player can attack and pot
