The question is:
*Can God create a wizard character that is so powerfull, that not even God Himself can deafeat in PVP?*
At a first read you might think it is an stupid question, but let me c u comeing up with an answer...

he has to be stupid if he creates 1 lol but wizard can kill crebes no clue hoe to spell it the unique

Answer:

If rogue was a rogue, he would win vs a wizard simply because of range... not a wizard/cleric though since they can tank that the first hit. Then again, if the rogue is using daggers the there is little chance to win and if it's carrying xBow, any sane wizard would telport in range from outside of a rogue's range.

So I guess only a GM with godly equips can really kill a wizard 100% of the time, in a fair fight it's pretty even warriors can't really down a wiz/cleric using bless spell and division

Well let me start by saying that my answer in no way reflects my beliefs, I'm answering it in a purely hypothetical sense and in doing so does not imply that I believe in the aforementioned "god".

Yes, wizards instantly recast it..or so it looks to anyone nearby. To observers you see the character become visible for a few milliseconds. We both know it's a 2 way 1 hit between rogues and wizards and wizards and wizards, so no point talking about it. If a wiz goes invisible first then the rogue can't do anything, but currently the wiz detect {I am told} is bugged and works on rogues, so unless the rogue is invisible from out of sight and then goes towards the wiz it would be detected. The opposite cannot be said. Also, if the wiz knows the rogue is around while it is using bless spell it would most likely go inviz as well so that's a steal mate scenario.

Lol ... who cant defeat wizard in pvp?
11 levels lower can own it ....

The simple fact is if he did he would simply create an equally powerfull rouge with a crit 50 sun Xbow to 1 hit the wizard. He would then make the rouges crit asim and then smite him with his powers.

The premise of your question is interesting, but what I find more intriguing is your assumption that god - if this "concept" does indeed exist, which I don't believe - is a "he". This is typical male-domination of religion
