is getting ice gaurd buff for intl hybrid guys or pure str people good to get? or not even worth getting it as skill?

I don't have the Cold at all with my Pure STR bowman, its just Pacheon/Light/Fire.

Yes. at LV60 you'll get 84 defence and LV70 you'll get 118 defence.
