Is that usefull now? or do archers dont pick ice but go for heaksal?

It depends on how you want to build your char. I raised ice up temporarily to get mana shield, and it helps whenever I get mobbed by 4-5. That's where I would usually die.

If you are int hybrid (or even pure int) then yes, it's very useful

pure int for sure.... its a must for them
I don't think you would need it as a (purestr?) bow or even as a 70:70 hybrid.

ha ha pure Str ice blader with force skill (self healing + snow shield + shield skill = mega tank)

Until your get raped hard and lose all your mana. (well at least Pure Str users).

Snow shield is usefull for every build you just havet to level the skill until a level apropiate to your MP. If you are pure str you can take first book without problem and first book (lvl20 skill) is like having those silk scroll from item mall.

When u use bow u have to think what u like to do. Do ou like to kill uniques/jobwar/pvp/only pvm if u like pvp u probely not need it because all vill call u noob if u use it under pvp if u are str.when u fight like lord yarkan its very useful imbue cold not so useful but its useful against mobs.same as pvp there is like 50/50 cold imbue is useful some ppl are imun against cold and some not.
