at what amount of sp should i stop at? or is there not a reason amount

Dont stop at 10,000. That is just a number ophdarecord pulled out of thin air. Use this calculator:
http://www.nerdwerx.nl/sro/index.php and find out how much SP you will need for your specific build. Then you can decide when you want to stop. I am personally going for around 13k which is half of my needed sp and then just leaving a 3-4 level gap.

0 mastery difference. whenever I need sp ( rarely ) I go farm some higher lv mobs. No problem. 300sp each , if u have xp scroll 600sp each. Sp farming is boring and I play for fun
