Can europe character do skill deleveling like chinese in a lv 20 quest?

i think they can, they wouldent give chinese ALL the advantages, exept for now dont bother leveling the class you dont want. in a month or so well have an answer when everyone is used to the update.

Yes. If you get to the quest list in teh official site you'll see that the nun NPCs also provide the cursed heart special quest, an that's obviously for Euro chars too.

does that reset all your skills or just a specific tree?

10 Cursed Hearts = 1 Skill Relocation Potion
1 Skill Relocation Potions delevels 1 mastery/skill level
