Rouge weapons

Ok i just made a rouge not so long ago and hes lvl 8 and i heard about some 75%/75% buff that is good for rouges so called makes the rouges the 2nd strongest in the game is it crossbows or daggers
also i wanted to know if i can max out everything in rouge like also adding the crossbows moves plus the dagger with no sub class just pure rouge can you max out everything ???
