Im a complete noob who needs help

okay so why is it that at lvl 10, when i try to level up on rouge so i can use more of the crossbow powers it says "Cannot learn due to total mastery limit". im a noob so i dont know what im supposed to do to get passed this. All help is greatly appreciated.
