Depends on what you want to do... heavy sword can kill preety well but it's very slow; axes kills well and are faster, the s&s doens't kill much but are the ones who stay alive when all party dies :p

Chose what you like

I would level both S/S and Two-handed Sword.
S/S when acting as main tank
Two-handed sword when someone else is tanking.

Cleric subclass for ultimate tankage.

i've tried both two-handed and dualaxe with my lowbie char (lvl 9 now) - both tear through the mobs like a hurricane so I can't say either sucks =)

Oh man, yet another "what's best" thread.
For the last time: there is NO absolute best. It boils down to the situation and/or your role.

Take for example the Chinese protection types. Now think about a pure int nuker wearing garment while going against a full strength glaiver. I guess we pretty much know the expected outcome... Does that mean that garment is crap? No! It means that in this particular situation garment is a poor choice for the nuker.
Get it? "Everything is relative", does that ring a bell?

Anyway back to the topic.
Here is my take, based on personal experience and observations (nothing carved in stone, and I have no scientific study to prove it alright):
- 2-handed sword: High burst damage, high damage output variance, slow attack speed in relation to others. You'll get streaks of "Ph4t Cr1tz yo" and then you might spend some time with the feeling that you're trying to take down a wall with a toothpick.
- Dual axe: low damage output variance, relatively high attack speed. You know where you stand in terms of DPS, no lucky shots but nothing spectacular either to impress the kids.
- Sword/shield: well the main purpose of that is "tanking" and "crowd control". If you're after screenshots to polish your ego, move along.

I made an Sword/Shield char earlier because I wanted to occupy both ends of the support spectrum...I pass by 2H Swords and Dual Axes regularly...sure my damage isn't the greatest...but I can run relatively carefree into hordes of baddies and walk away practically unscathed...

As far as crowd control goes, the available knock backs give your Casters and Buffers room to work....your longevity helps give your Buffers a break and time to see any other priorities...

Like any good support char...keeping aware of the changing situations is absolutely essential...getting overrun can happen...you need to make sure people can get away if the situation arises...as the ultimate euro tanker...your role is a sacrificial one...
