removing skills

my question is ..can i get rid of skills i have , and reuse the sp from those skills to get other skills that i need ,or want ,and what is the procedure for doing this if it can be done. also what will it cost me in $ per skill. im lvl 20 now , with nothing mastered. i sort of spread my skills around before i decided ,or found out that wasnt such a good idea. need alittle advice about this an the way 2 do it...thanks
