Full Int S/s. Help with build

At lvl 80 my build gonna be
Fire: lvl 80
Lighting: lvl 80
Bicheon: lvl 69
i think it sounds pretty good but now i have 71 mastery lvl left
should i lvl heuksal for the passive or lvling ice for phy def??
