Gaps

When people talk about gaps, do they mean a gap between the "total mastery lvl" or the highest mastery lvl u have?

so if u have fire lvl 10 and heuskal lvl 10... and ur character is lvl 10... and ur total mastery lvl is 20... ur gap is 0?

the difference between ur level and ur highest mastery level. Example, ure level 16, and ur highest mastery level is 7 ... then, 16-7 = 9.. therefore, 9 gap.
