How do you make a 70:70 or 80:80 hybrid and is cold bow a good build for a 70:70 hybrid?

There's no one way to do it, the whole point of hybrid is to make your own.
There's more ways to build a hybrid than there are ways to not build one.

People will tell you otherwise, that's only what I would do.
You might want to wait for other people's opinion also.

If you really want to do a 70:70 you will get very close to doing it by proceding the following way:
Four levels, you place 1 point into STR, and 2 into INT, the 5'th you place 2 into STR and 1 into INT. This will get you very close to the 70:70 balance.

Ah, my bad. I didn't realize he meant the balance between STR/INT.
