Another 90 cap question! sorry.. need help INT

Are the new skills coming out the same time as the 90 cap (newbie question)

I made a pure int alt char now lvl 15 (going to half sp farm) and i don't know what to do now i've seen the new skills. I was going to make a dual weapon build:

Heuk Bich Fire Light but i do not know what to do now..

If the 90 cap doesn't takes ages to come out then getting the lightning imbue instead will be a bit crap. I don't know if i'll even make it to lvl 90 if its in the near month then maybe.
But if its in a couple of years i probably won't play then.

I could take near lvl 80 bicheon but does anyone know what level the new skills will be for bicheon?

Would this build be crap at the 90 cap

Pure int : 70 bicheon 70 heuskal 70 light and 90 fire.

OR this at 90 cap

90 Bich , 90 fire, 90 light
Ditch heuksal BUT Lose passive or

OR this at 90 cap

->Bich. 85
-->Fire 85
-->Heuk. 60
-->Light 70


What would be best considering new skills + new cap at PvE and PvP
