im lvl 25 pure int. using spear atm and have hues... whatever the spear is called at lvl 19 or something and have a couple skills in it. SO HERES MY QUESTION i seen a lot of stuff about pure int. using sword/shield so since im lvl 19 in spear is it too late to go sword/shield? (if any of you understand...)

If you're just switching trees its never too late, but it can be time consuming and costly if you wait even longer.

You'll need to talk to a Potion Dealer and use the Converse option. Select the top option that is either in korean or question marks or is translated (whichever version of SRO you play). All you have to do is gather sets of curst hearts (20 each) off of any horde you kill normaly as is. As yo uget curst hearts, talk to the potion person and choose the option that says "Create Resuscitation Potions" and thats that.. for now. Once you have enough of these grab the bottom - most option and choose all the skills you need to resuscitate. Once all your skills are at level 0 (it costs approximately 20k to drop 1 level of any skill), you may drop mastery levels. For resuscitating any mastery/skill you recieve 80% of the SP you invested.

So yes, level 25 is a good time. It will be expensive, yes, but you can do it.

so does any1 know if sword/shield is better then spear? should i switch and spend like 300-1M on it?

Personally. This is what I would do.

Since you are pure int and hopefully going to go full nuker.

Max lightning

Get your hueksal to 20 for passive.

De-level the skills in hueksal (except for soul spear ) If you ever find a spear better than sword and dont have 2 nukes i dunno.

Begin to level bicheon mastery. Basically get the skills that will help you level and just focus on bicheons passive (increase block %)

This should make you fine. May have to sp farm a bit to get your bicheon caught up. But your weapon mastery shouldn't be a priority as an int.
