What is the "cap"

What is the skill cap or w/e i have no clue what it means
cap is highest level players can get. atm that level is 80
and if people talk about the new cap they mean they talk
about the time when we can level up to 90. so if somebody
is capped he is level 80.
compare it to wow they also had an update where the cap
went from 60 to 70
