It is not the best skill for PvP, but is very useful for PvP.
The better chain IMO is Tiger > Shura > Dragon. They take longer to execute but in the end do more damage as opposed to Nachal > Pluto.
So if you have SP to spare, then yes, level the skills. If not you can still stick to Soul Spear and Ghost Spear, since they do well in both PvP and PvE.
