Question Regarding SP Farming, Masteries and Levels!

Hello there.
I have been using this forum for a few weeks now and I can already say that I've learnt so much in my time here! I realised the mistakes I had made with my old character and so started afresh. I followed the guidelines set by cagenutto in the process of levelling and SP farming upto Level10. My character is around 60% EXP with 400SP at Lvl9 right now. Pure STR Bow user!
Question, once I hit Lvl10 - do I raise my mastery levels up [Pacheon & Fire] upto 5 and then invest in a few of the skills and then level up normally till I reach 16 [as it's the next degree]. From there I guess I go back to SP farming right? Ahhh. I'm terribly sorry if this has all been asked before but this is the one aspect of SRO I just can't grasp!
