Are the passive skills really worth it?

I was looking at a skill tree for fire, ice, and lightning. It seems like the passives offer such small benefits. For examply, according to the skill tree I viewed, the fire passive increases physical damage by 1% at first, then up to 6% by level 60. In any case, is this really worth investing skill points into?...or is there something I am missing? (Same question for the other passives as well)

getting passives for the skill trees you have = good
getting skill trees for passives = sp and mastery cap waste

anyways the pacheon passive is very good

XD, pacheon passive is probably useless if u dont go all the way
& yes, other than that passives are good only if u go all the way, maxed ice passive is 44 or so phy.def + 55 or so phy.def buff & u get almost 100 extra phy.def, 6% fire passive + 7% phy.attk buff =13% ^^, 27 parry passive + 29 parry buff = 56 more parry to recieve least dmg possible most of the time,
so passives are good, but only if u go all the way
however; i would like to say bicheon's block is messed up, i would use the maxed 2nd book shield technique of 32%, have 7% passive, & like a 16 or so BR shield = 55% BR or so & yet i dont block 1/4 of attks, but then again i guess my opponent must have maxed BR on their weapon
