I know this is probably covered in a lot of other topics, but I'm having issues with the search

So, basic question: What's the Max Mastery/Base Level atm?

I'm confused, some say it's 60, some say it's still 80...which one is it

max Mastery lvl is the same as max char lvl. you cannot raise a massstery higher than your char lvl. so, current lvl cap is 60, so current ymastery cap is also 60 :)
