I'm currently a Lv 20 Fire/Blade and shield.
I am going to change to use spear, so I used the character builder I found in this forum and set up the following goal for my nuker.
Those in the brackets are the passive followed by some useful buffs. Please give me some advice.

Bicheon 11 (Blocking rate +2%)(Mastery I currently have, don't know how to change it.)
Heukal 60 (HP +1078)
Pacheon 40 (Attack rating +21)(Attack rating +21 buff(the bird))
Fire 69 (Physical damage +6%)
Cold 60 (Physical defense +42)(Physical defense +42 buff)
Lightning 60 (Parry ratio +27)(Magic damage +15%)(Parry ratio +27 buff)

Minimum SP 171695 Full Skill SP 262535

What do you all think about this build? How will it do in PvE and PvP?

Also, if I go full Int, I will have a 96% mag. balance with 4567HP; if I go for a 85% mag. balance, I will have 5900HP.
Should I sacrifice 11% mag.balance for 1333HP?

Last question, does attack rating affect magical damage too? If not, I will give up the Pacheon tree.

You can get rid of masteries by doing a level 20 quest or buying Skill Reallocation Pots from the Item Mall.

Then you can remove your 11 in Bicheon.

I don't recommend the 40 in Pacheon, especially if all you're going for is the attack rating (yes, AR affects nukes and magic). Now that the cap is higher, you could put those masteries into other trees like Fire and Lightning to max your nuke/magic power.

As a nuker, your performance in PvE will generally be very good. In PvP, however, it will be dependent on whether or not you go hybrid. For the most power, also max your spear or at least get it to 63 for GSM. I say go pure int (but that's just me). You can get more HP without that much of a hassle with alchemy anyway. If you have good gear you can drop an opponent 1v1 with a few spear skills.

Pacheon > 0 :: waste of SP
Cold > 0 :: only gud if u fight STR base and no effect agaist INT base

UP

Heuksal > 63
Bicheon > 70
Fire > 70+
Light > 70+
